PNGRB Waives Imbalance Charges Due To Gulf Uncertanities

The Petroleum and Natural Gas Regulatory Board (PNGRB) has waived the imbalance charges that were applicable to its various entities, shippers and consumers. The decision was taken in view of the uncertainties and disruptions that have arisen dues to the geopolitical crisis in Gulf, and affected energy supplies, logistics, and market conditions in India.

The order, passed under Regulation 13 of the PNGRB (Access Code for Common Carrier or Contract Carrier Natural Gas Pipelines) Regulations, 2008, will come into effect immediately.

The waiver of imbalance is being allowed as a temporary relief measure, and is valid till 30 June 2026. During this time, no charges will be levied on the businesses or shippers involved in the scheduling, offtake, transportation, or balancing of gas, subject to compliance will other applicable terms and condition, regulations and operational requirements.

Imbalance charges are the costs levied on gas suppliers or consumers to make up for the deviation in the amount of gas taken from a pipeline from the amount injected into it. It is used to maintain the maintain the grid stability, penalize inefficient scheduling, thus ensuring that the gas pipeline remains sufficiently pressurized.
